PG County’s New Surveillance Law: A Message from AOBA

Prince George’s County has taken a significant step to address a troubling rise in car break-ins and violent crimes, especially near multifamily communities. The recently enacted CB-66-2023 mandates the installation of functional security cameras at the entrances and exits of multifamily properties.

While the intention of the bill is to enhance community safety, its initial version posed significant challenges, particularly for garden-style properties. These communities, which typically have multiple points of entry, would have faced disproportionately high compliance costs compared to high-rise properties.

Recognizing this, AOBA (Apartment and Office Building Association) stepped in to advocate for a more balanced approach. Through AOBA’s efforts:

  1. Enforcement of CB-66-2023 was stayed, preventing an initial compliance deadline of June 1, 2024.
  2. The County Council passed CB-71-2024, which offers critical relief by reducing the burden on garden-style communities and extending the compliance deadline to June 1, 2025.

Compliance and Enforcement

While the compliance deadline has been extended, it’s important for property owners to understand the stakes. Enforcement will primarily be compliance-based, but could also occur as part of routine housing code inspections. Multifamily property owners should take steps now to prepare for eventual compliance by June 1, 2025 and avoid being caught off-guard.
